The Conservative Political Action Conference (CPAC) has filed a complaint with the Wisconsin Elections Commission (WEC), alleging that an unknown person illegally deposited a large number of absentee ballots into a Milwaukee drop box. The complaint, based on a witness account, claims that as many as 500 ballots may have been dropped into the unguarded box outside City Hall on October 25, just days before the election.
According to the complaint, a witness saw an individual approach the drop box around 7:55 p.m., carrying two bags. One bag, described as a large green bag, appeared to contain a substantial number of ballots. The witness reported seeing the person reach into the bag multiple times, emptying its contents into the drop box before quickly leaving upon realizing they were being observed.

The witness included photographs of the alleged incident, although these were redacted in the public complaint. CPAC’s Chairman Matt Schlapp has called for immediate action, stating that the organization is committed to protecting election integrity. Schlapp alleged potential “fraud or corruption in the voting process,” adding that the complaint has also been forwarded to local law enforcement.
This is not Milwaukee’s first controversy involving election procedures. The city faced criticism during the 2020 election over delays in ballot counting and issues related to absentee ballot handling. Former election director Claire Woodall-Vogg was questioned after 2020 for her role in accepting funds from Facebook’s Mark Zuckerberg to support election processes, a move that raised questions of partisanship and election integrity.

Milwaukee’s current election director, Paulina Gutierrez, has assured voters of secure ballot handling, stating that the city’s drop boxes are under camera surveillance and that a robust chain of custody is in place. However, CPAC’s recent complaint has renewed concerns over potential election interference, with Schlapp pressing for a thorough review by both the WEC and Milwaukee Police Department.
