The U.S. House of Representatives has passed the Special Interest Alien Reporting Act of 2025, a significant piece of legislation aimed at forcing greater transparency from the Department of Homeland Security (DHS) regarding national security threats at the border. The bill, introduced by Rep. Marjorie Taylor Greene (R-GA), mandates that DHS release monthly data on encounters with “Special Interest Aliens” (SIAs)—individuals from countries identified as potential security risks.
The move is being hailed as a major victory for conservatives and advocates of an America First border policy, who have long demanded more detailed information about who is crossing into the country.
A Response to Biden-Era Secrecy
The bill was crafted as a direct response to the policies of the previous Biden-Harris administration. Republicans have fiercely criticized the former administration for what they describe as a deliberate effort to conceal the number of SIAs entering the U.S., forcing Congress and the public to rely on media leaks for critical information.
“For four years, Joe Biden and Kamala Harris kept the American people in the dark and concealed the alarming number of Special Interest Aliens they allowed into our communities,” Rep. Greene said in a statement released by the House Homeland Security Committee. “Amid warnings of Iranian ‘sleeper cells’ on U.S. soil, Americans are faced with the terrifying reality of not knowing how many potential public safety threats have entered our country and where they are coming from.”
Demanding Accountability and Public Safety
The new legislation requires DHS to report monthly on the number and nationality of all SIAs encountered. Crucially, the first report must be retroactive, covering the entirety of the previous administration. The bill’s supporters see it as an essential tool for accountability and public safety.
“The Biden-Harris administration tried to hide that it released more than 700 Iranian nationals—all Special Interest Aliens—into our communities,” said House Homeland Security Chairman Mark E. Green (R-TN). “At a time of heightened threats to the United States from adversaries like Iran and its proxies, the American people deserve to know how many potential national security threats crossed our borders.” The bill now moves to the Senate for consideration.
